Fitchburg Award Program Honors the Achievement

This law has two major provisions that require:

• the installation of either an oil safety valve or an oil supply line with protective sleeve on systems that do not currently have these devices; and
• insurance companies that write homeowner policies to offer coverage for leaks from heating systems that use oil.

  Who must take action?

  Owners of 1- to 4-unit residences that are heated with oil must already have or install an oil safety valve or an oil supply line with a protective sleeve, as shown in the diagram above. Installation of these devices must be performed by a licensed oil burner technician. Technicians are employed by companies that deliver home heating oil or are self-employed. It is important to note that heating oil systems installed on or after January 1, 1990 most likely are already in compliance because state fire codes implemented these requirements on new installations at that time.

• Who is exempt?Homeowners are exempt from taking these leak prevention steps if:
  • the oil burner is located above the oil storage tank and the entire oil supply line is connected to and above the top of the tank OR
  • an oil safety valve or oil supply line with protective sleeve was installed on or after January 1, 1990, AND
  • those changes are in compliance with the oil burning equipment regulations; a copy of the oil burner permit from the local fire department may be used to demonstrate compliance.

  Why comply?

  Not only is complying with the new law required, it makes good financial and environmental sense. Homeowners who take these preventive measures can avoid the disruption and expense that can be caused by heating oil leaks. A leak may result in exposure to petroleum vapors in your home. If the leak reaches the soil or groundwater beneath your house, then a cleanup must be performed to restore your property to state environmental standards. Leaks that affect another property or impact drinking water supply wells can complicate the cleanup and increase the expense. Each year, several hundred Massachusetts families experience some kind of leak.

Cleghorn Oil / Gardner Chair Luge` 2012 Octoberfest

Ryan and Bobby of Cleghorn Oil where in the 4th annual Gardner chair luge`.  This was the first year Cleghorn oil has participated and made it to the top 6 out of 24 entries.   There was some serious competition and some great racing going on.  The T&G mentioned that there was over 2500 people to watch the event.    Everyone at the Gardner Ale house did a fantastic job running this event.   We look forward to running in it next year.   We plan on having 2 entries in the race next year.   Cleghorn Oil “Oil Division” and Cleghorn Oil “Heating Division”.

Last winter, golf courses set tee times while oil deliverymen waited by the phone.

Now, as cold weather — we think — approaches, some homeowners are already turning up their thermostats at night.

Those in the home heating oil business say they’d settle for a happy medium

“I guess every oil company is hoping for at least a somewhat normal winter,” said Richard Tenney, manager at Cleghorn Oil in Fitchburg. “Not enough to hurt any customers in any way in that it’s extremely cold — but not in the other direction where it’s 50 degrees in the middle of January.”

As it’s been somewhat cooler on recent nights, home heating oil sales have picked up only slightly at Cleghorn, which has anywhere from 3,500 to 5,000. It fluctuates because people surf the Web looking to see who’s lowered their prices on a particular week, Mr. Tenney said.

“It’s still early on. On the chilly nights, what we’re finding is a lot of people are waiting a little bit longer to turn their heat on. They’re turning their thermostat on at 60 instead of 70. And a lot of this started back in 2008 when the prices got way out of control and got over $4 a gallon. It kind of made everybody open their eyes a little bit and realize they were kind of spoiling themselves at 69 and 72 thermostats in their homes, when all they had to do was throw on an extra blanket and they can save,” he said.

Reported heating oil prices this week were in the $3.60 per gallon range.

Faced with market volatility, an economic downturn, intensely cold temperatures and snowfalls before last year’s mild winter, the industry has been forced to adjust their businesses to stay afloat.

“I use the word ‘full service,’ ” said Michael Ferrante, president of the Massachusetts Oilheat Council. He said many firms in Central Massachusetts offer other services. They do installation work, service and repair. Some of them do air conditioning and HVAC type operations. They try to augment that downturn with other business opportunities — but certainly the bulk of their revenues come with heating oil sales.

About 30 percent to 35 percent of homes in New England are heated with oil, with homeowners continually lured to convert to less expensive natural gas (based on BTU comparisons). Companies such as National Grid and NStar are aggressively trying to sway oil customers to gas, Mr. Ferrante said.

In regard to getting creative, Michael E. Montuori, president of Montouri Oil Corp. in Fitchburg, installed a pump that dispenses heating oil at his gas station on the well-traveled Water Street in Fitchburg.

“We thought that it would be a good idea if we had fuel oil available at a convenient location for people who can’t order larger quantities of oil,” Mr. Montuori said.

The gas station, called Happy Car, gives customers five-gallon containers to fill with home heating oil, on the promise they return the cans within two hours.

“It serves two purposes,” Mr. Montuori said. “It is some extra business for us. The other side of the coin, at my stage of the game being around as long as I have, it was pretty gratifying to realize how many people we were helping.”

Mr. Montouri didn’t want to provide statistics about his pump venture, other than to say that the oil is offered at below market rate. It was expensive to set up, he said, but the return on investment “has been fine.”

He said he can offer heating oil for less than diesel fuel because diesel has federal and state taxes that make it 50 cents more expensive from the beginning.

Mr. Montouri said a local customer, who couldn’t afford a minimum delivery of 100 gallons for $350, told him he has used the small amounts of oil to heat his home for two weeks at a time.

Meanwhile, customers locking in a prepaid rate and seeing prices on the street fall well below the prepaid rate also created angst for the industry in recent years. For that reason those programs have since decreased in popularity. Most full service dealers will put people on a budget plan, establishing a monthly payment so it helps ease the energy costs over 10 to 12 months, Mr. Ferrante said.

Cleghorn Oil, a Bioheat dealer based in Fitchburg, Mass., is proudly waving the Bioheat flag. The company recently received a professional Bioheat truck wrap to help its marketing efforts, courtesy of the National Biodiesel Board’s Bioheat outreach program.

“I’ve never seen a more beautiful truck,” said Ryan Roy, the company’s director of operations. “This is the crown jewel, the showpiece of our fleet. I almost want to put it on a pedestal and keep it as a trophy. People see it and say, ‘Wow, I’ve never seen anything like that.’”

Cleghorn, which changed its oilheat line exclusively to Bioheat this year, won the wrap at the New England Bioheat Symposium in Boston in March. The application of the wrap was paid for thanks to funding from the Nebraska Soybean Board and the United Soybean Board through the soybean checkoff, but the artwork is available to all registered Bioheat dealers.

The company plans on parading the wrapped truck to area residents—literally. It is scheduled to appear in the Fourth of July parade in Fitchburg and another parade in August.

Roy said the company first learned about Bioheat from a meeting with the team of Paul Nazzaro, NBB’s petroleum industry liaison.

“We jumped on board because it seemed like the right thing to do,” Roy said. “Bioheat is better for the country, better for the burner, and cleaner. It’s working for us.”

Through the Bioheat program, the company uses post cards, door hangers, and other literature to educate its customers on Bioheat. Roy said the support he’s received from Nazzaro’s team, through NBB, has been tremendous.

Oscar Charron Sr. founded Cleghorn Oil in 1923, using a hand-cranked pump to deliver oilheat in 5-gallon buckets, Roy said. He’s a fifth-generation family member helping to run the business today.

“I think Oscar would like the direction we’re going in,” Roy said. “He’d be happy with how we’ve grown through the Depression and World War II, and how his company has evolved from a small garage to where we are now.”

Bioheat is a big stepping stone for this country and the future of the oilheat industry, he said.
